By default all Bugzilla instances are private, if yours is not for some reason here is how to change it. Log in as an administrative user. Click the Admistration link at the top of the page. Click the Parameters link. Click the User Authentication link on the left menu. Scroll down until you find the requirelogin option. Set this option to "On". Then be sure to scroll to the bottom of the page and click the Save Changes button.
